How can I be charged w/ a real DUI if no breathalyzer or chemical testing was done?

All DUI charges are “real” and many are prosecuted to conviction without BAC evidence. PA has a “general impairment” law which only requires the officer observe and note that the driver was incapable of safely driving/operating/being in control of a moving vehicle.
